2026 Election Spotlight
Better Utah's Positions on the 2026 Constitutional Amendments
Constitutional Amendment A
What It Would Do
This amendment would remove the constitution’s newspaper-publication requirement and let lawmakers set the method by law instead, and if it passes, a new law would require posting proposed amendments online for 60 days before the election rather than in newspapers.
Why It Is On Your Ballot
The Legislature referred it as House Joint Resolution 10 (2025). Amendments skip the governor and go straight to voters.
Our Recommendation
Vote NO.
Right now, the Utah Constitution says proposed amendments must be printed in newspapers across the state for two months before an election. Amendment A would remove that rule and let the Legislature decide how to tell voters. Their proposed solution? Post amendments on government websites that no one ever visits. We can do better than that.
Vote No to keep your right to know in the Constitution, where politicians can’t change it on their own.
Constitutional Amendment B
What It Would Do
Constitutional Amendment B would permanently change Utah’s constitution by requiring certain tax-related initiatives to receive 60% of the vote instead of a simple majority.
Why It Is On Your Ballot
The Legislature referred it as Senate Joint Resolution 2 (2025). Amendments skip the governor and go straight to voters.
Our Recommendation
Vote NO.
Amendment B would make citizen ballot initiatives that deal with taxes get 60% of the vote to pass, but the wording leaves a lot to interpretation by lawmakers.. Under this rule, Utah’s 2018 votes to expand Medicaid and legalize medical cannabis would have failed. It means voters have to play by harder rules than lawmakers, who could still raise taxes with a 50% vote. Stop this power grab by politicians, lobbyists, and special interests.
Vote No to protect the Constitution and the people’s power to make laws that help our families and communities.
