Utah Law – State Offices

Campaign finance reports must be submitted:

  • January 10 of the year after a general election (summary report)
  • 7 days before a political convention (for unaffiliated candidates, must be submitted the 4th Saturday in March)

  • 7 days before the general election

Coordination Limits

  • If an independent expenditure is made that exceeds $1,000 in value, the person or group who made the expenditure must report it

Although state law does not have campaign contribution limits for mayor and council seats, it allows cities and counties to adopt limits if they choose to do so. Both Salt Lake City and Salt Lake County have chosen to place limits on the amounts individuals or corporations can contribute to those running for mayor or council seats.

  • Mayor: No contributions over $3,520 (adjusted for CPI before elections)
  • City Council: No contributions over $750 (adjusted for CPI before elections)
  • No cash contributions over $50
  • No anonymous contributions (if made, given to City General Fund)

Reporting Requirements

Campaign finance reports must be filed:

  • July 1st of any election year
  • 7 days before the primary election (if eliminated, must file again no later than 30 days after the primary)
  • 7 days before the general election
  • No later than 30 days after the general election
  • By February 15 of every year (unless campaign has been terminated)

Coordination Limits

  • Coordinated expenditures (those made in cooperation, consultation, or concert, with, or at the request or suggestion of a candidate) count towards contribution limits

Reporting Requirements

Campaign finance reports must be filed:

  • Last Tuesday of each month up to, but not including, the month preceding the primary election
  • 21 days and 7 days before the primary election (if eliminated, must file again no later than 30 days after the primary)
  • Last Tuesday of each month up to, but not including, the month preceding the general election
  • 21 days and 7 days before the general election
  • No later than 30 days after the general election
  • If contribution are received after general election, every 90 days until all contributions have been reported

Coordination Limits

  • Goods or services provided to, or for the benefit of, a candidate at less than fair market value that are authorized by, or coordinated with, the candidate must be reported as contributions
